What Is a Percentage Point?

A percentage point is the plain arithmetic difference between two percentages, found by simple subtraction rather than division. If a savings rate moves from 3% to 5%, that is a 2 percentage point rise, written as 2pp. This is different from the percentage change, which is 66.67% (dividing the 2pp gain by the original 3%). Getting this wrong matters because the two numbers can look wildly different for the same underlying move.
